I was going to suggest as this is a "Finnish" stockwhip maybe a Birchwood handle? But then I see the overlay in black and the blackened handle works.
Trying to do the overlay with a keeper on one end and an English eye on the other is a challenge. They both need to be "seamless". One suggestion would be to do a plaited keeper and bind it to the thong, and then do the English eye and plait backwards. When you get to the keeper end plait over the bound keeper and bind the ends again. Cover with a ring knot of some sort.
Another option would be to get a thin piece of nylon webbing or belting and fold it over forming the keeper. Bind it to the thong. Start at the fall end and plait up the thong. Bind it when you get to the nylon keeper and cover it with a knot.
Traditionally a stockwhip doesn't have an English Eye, but there are no wrong ways to make a whip.
